Once you step outside the walls of Woodhaven, the City laws do not apply and the City cannot protect you.

Laws Pertaining to Citizenship
:

1. Non-performance of the citizenship ceremony, within one year of your eighteenth birthday, is punishable by expulsion from the city. This applies only to those individuals born within the city or born to citizens of the city.

2. Every Woodhaven citizen must journey, at least once, to the Sardar Mountains before they are twenty-five years old. The Initiates keep track of who goes and who doesn't. Initiates teach that misfortunes hit a city if their youth avoid this obligation.

 

Laws Pertaining to Castes and Livelihood:

1. Education is a hallmark of Woodhaven. Everyone is encouraged to increase their knowledge whether child or adult, within the framework of their Caste. A primary school is availed to Citizens for the betterment of the children (NPC only). It is encouraged that Citizens consider taking apprentices within their castes or possibly set up Caste Schools, and/or classes for their Castes at large to provide a healthy rapport between Woodhaven and other Cities, via Caste affiliation. Within this, the most encouraged is such intercity exchange between Vosk League Cities.
 
2. Anyone who refuses to practice their livelihood or strives to alter caste without the consent of the Ubar/Administrator is an outlaw and subject to impalement.

3. Patents and copyrights are available but their power extends only as far as the City walls.

4. Forgery of the City seal on City products is punishable by confiscation and imprisonment.

5. A Merchant's Foot and Stone resides in the Central Cylinder of the City and are available for Merchants to verify their own personal measuring devices.

6. If a father cannot pay his debts, his daughter becomes City property. She will then be put up for sale at public auction. The proceeds of her sale will be used to equitably satisfy the creditors.

7. For the purposes of written trade agreements between Woodhaven and other Cities, or Houses within or outside Woodhaven, importing and exporting taxes shall be waived in only the following instance:

When immediate opportunities arise to engage in single, sporadic trades with no written agreement, an import tax of 10% shall be imposed on the party delivering (importing) the goods or 10% shall be imposed on the party receiving (exporting) goods. In the event that a transaction involves both importing and exporting, a one-time tax of 10% shall be imposed on either the import or the export amount, whichever totals amount of goods is greater in value.

8. Merchants, Artisans, Slavers, Metal smiths, Weapon smiths, and Culinary Caste individuals are required to pay a tax of 9% at the end of each year, in addition to the standard 5% citizen tax to be collected by the En or Se Merchant of the City.
A) Individuals who hold a City position of En Merchant or Se Merchant may receive a waiver of the additional tax of 9% at the discretion of the Ubar/Administrator in lieu of a reduction in salary by half, but are still required to pay the citizen tax of 5%.
B) Other individuals operating a business within the City of Woodhaven who are not sworn to the Home Stone are required to pay a tax of 13% at the end of each year, in addition to the standard 5% citizen tax to be collected by the En or Se Merchant of the City. 10.29.02

9. Taxes will be waived for all contracts established between the City of Woodhaven and Vendors of the City in order to provide the best possible price for goods.
