These guidelines apply to the City of Woodhaven and its role players to help foster a sense of loyalty and fairness. We shall all abide by the following guidelines:

IC Guidelines:

1. Loyalty, Respect and Pride:

All citizens of the City shall be loyal only to Woodhaven, their own Caste Codes, their own House. We shall all proudly proclaim our City. Loyalty to the Home Stone shall be paramount. All members shall respect the rights of other Free Persons and their property. All Rarii shall swear to protect the Home Stone, the City, and her Free Women at all costs.

We of Woodhaven do NOT cause disturbances or add to them...rather, we are a calming force in settling such disturbances. Do not bring dishonor upon the Home Stone by your actions.

 

2. Leadership:  Administrator/High Council 
In times of war or invasion, or crisis, an Administrator of the City may take control of the City. At that time, his title will become Ubar, until the crisis ends, when he will revert to the title of Administrator and a High Council will be re-formed.
The HC (as the High Council will be referred to) will be led by the Administrator.  A Scribe will be present at every HC meeting to take minutes, with copies disbursed to the members for their files. A copy of each HC meeting will be kept in the Archives. The HC will consist of the following members and castes who will each have a voting seat:     
  • Administrator
  • Regent
  • Advisors
  • City Magistrate
  • One Representative from each of the High Castes
Along with the High Council, a Council of Houses will be established, consisting of one High Caste member from each House. The Council of Houses will act in adjunct to the High Council to formulate plans and decisions that may best serve the City in relation to the Houses. Any decision of the Council of Houses must then be presented to the High Council for final approval. A scribe will be made available to take notes if one is not present as a House representative.
 
No Low Caste citizens will be given voting and Caste representative privileges. However, those of the Merchant Consortium (Merchant, Slaver, Culinary, and Artisan Castes) will be represented by the EnMerchant in a strictly advisory role with no vote, as needed on a particular subject. When we have a City Banker may equally be called in on discussions of a City financial matter. Other Low Caste citizens not included in any of the above will of course be able to present their input for consideration.
 
    The High Caste chairs will determine who will represent their particular Caste for the High Council. The House representative will be determined by decision of the individual Houses. Taken into account should be the availability and desire of the High Caste citizen to play an active role in Woodhaven's operation. Should a member not have good reason to be present at a meeting twice in a row, a warning will be given. Three times and a new representative will need to be chosen for the particular seat. It is important that High Council members are present to provide input and to vote on topics as they arise.
 
    One vote is given each individual of the the High Council. Should someone be chosen as a representative for both Caste and House, they will still have only one vote.
    On issues of an emergency nature, the Administrator will make a decision, that can later be addressed by the High Council. Other time dependent issues will be dealt with by the High Council members who are present. When time is not a large factor, those absent members will be given the opportunity to write in votes to be submitted to the EnScribe within a hand's (5 days) time.
 
    All decisions will be made public to the City at large. A meeting summary will be provided to all members of the HC. Decisions will be listed in the public record.
 
    The Council will deal with matters concerning the City (IC only). (OOC issues will be dealt with by the Administrator and those concerned, in a private manner to best find a working solution quickly, and to minimize flaming and unnecessary drama). 



3. Formal City Meetings:

Meetings will follow the Queue format. A Scribe will log the meeting and keep the Queue to determine the order in which people speak. Disruptions of the Queue will not be tolerated and a first warning will be given. Repeated disruptions will be cause to place that person on ignore for the remainder of the meeting.


4. Problems:

All problems and disputes are to be reported to the Administrator who will act on and decide the appropriate steps needed to resolve the issue.  In matters of issues with slaves, these will be referred to their Owner. Such problems are not the City's. Only if the Owner is unable or unwilling to correct the problem, shall the judgment of the Administrator/High Council be brought in.

5. Neutrality, Hospitality and Respect:

We of Woodhaven do NOT choose to make enemies. We maintain neutrality with all Cities and an openness to discuss trade and/or alliances unless otherwise stated by writ of the Administrator and High Council. Each one of us represents our City. Act accordingly, always. Hospitality and respect are hallmarks of our City; our honor demands nothing less than graciousness at all times.

6. Citizenship:

Citizenship in Woodhaven can occur with the following procedure, applicable to all of the following:
1. Guests who have been in WH 3 hands.
2. Long-term Guests
3. Companions from outside of WH moving here
4. Adoptees*
 

The High Council has final say in the acceptance of a guest's Citizenship Application.  They may deny citizenship on grounds which they deems fit, or choose to defer the request for a longer period of time and allow citizenship at a later date.   The High Council's decision on this is final. The guest's Citizenship Application must be on file in the En'Scribe's Office prior to the Home Stone Swearing Ceremony.


* If the Adoptee is a child, please read the OOC Guidelines regarding Child Characters.

**Note: Slaves are not Citizens. If you acquire new property, please advise the Administrator and the En' Scribe know that they may be processed for City records.

Slaves are a vital part of city life in Woodhaven. They are always encouraged to participate wherever citizens are gathered. Slaves my come without their Masters so long as they have their Master's permission to be in various places in the city.
 
There are two primary instances where slaves may not be in attendance.
 
One is the Home Stone Swearing Ceremony - only Citizens, and those swearing to the Home Stone, may be in attendance.  They are of course welcomed to the reception after the ceremony.
 
The other instance are in Competitive Spars as distinguished from informal spars. Slaves are welcomed when room is available for their presence. They may be asked to leave to accommodate the Free, should the room fill up. (No bolting of slaves will take place, however.) As a courtesy to those sparring during Competitive events, slaves should not serve during the spars, only in between them, and otherwise keep action and speech to a minimum until a break.


7. City Minted Coin: The coin standards for the City of Woodhaven are as follows, reflecting the relative size of our City, locale, and interest in establishing a thriving trade environment.

OOC Guidelines:

1. Age: The mun age for role-playing in the City of Woodhaven is 18 and over. There are no exceptions.

2. Mun Consent: Mun consent is given if you engage in role play within the City of Woodhaven. Being involved in a City SL means you give carte blanche mun consent, saying that whatever happens you will RP out. However, any SL that may lead to and involve the City as a whole, must first be approved by the High Council, in order to preserve the integrity of our role play.

3. Outlaw/Ignore: If the Ubar issues an Outlaw/Ignore command, all are to follow it, as it is for a good reason and meant toward the benefit of the City. For a person or group to be on ignore, they must have done something to ruin the role playing environment of the City or any person of the City. The reason must be listed with the Ignore order issued by the Administrator and/or High Council, so that personal vendettas are not called in.

4. Dice: Dice will follow the following guidelines with one exception, being that on a case per case issue, by discretion of the High Council, a Male Builder may have dice other than noted here:

5. NPCs: Woodhaven is role-played under the assumption that, although there are only a limited number of SNs in the City, there is in fact, a thriving city around us and these will be represented by Non-playing Characters (NPCs). These characters may or may not have either the endurance or imagination of a PC or Playing Character (person with an SN), but they are just as effective in battle (rolling dice appropriate to their Caste type).

There will be no slaves role played under 16 years of age in Woodhaven. There are no exceptions.

6. Role played Children Characters: All characters under the age of 16 will be NPC in Woodhaven. Any Citizens or guests who wish to bring RP'ed children must have prior approval by the Ubar for each child under 16 years of age. It is expected that these children will be supervised by the parents in all rooms at all times, unless prior arrangement is made. No child shall be found wandering alone, nor unrealistically be in places where children would not frequent (i.e. Taverns, Arenas, etc. ), nor out of the City unless accompanied by parents or agreed on guardians. Age shall sensibly determine the limitations of where a child char may frequent. Parents of the child are held responsible for their children.

All children under the age of 16 will age according to the following schedule: 1 year every three mun months, AND at every 6 mun month interval an additional year is added.

 

As an approved role played child character in the City of Woodhaven, there will be certain expectations placed upon the role play, limiting it necessarily to provide for the needs of the adult environment that dominates our game. Please read these carefully and keep these Guidelines in mind when choosing to play a child character.

1. Children will be supervised in public rooms at all times.

2. Children will be assigned guards 2 2d22.

3. Children will be allowed time in the following location without supervision.
WHChildrens playroom

4. To enter a room where adults are interacting, children will ask permission first and adhere to the group decision on whether they may stay or not.

5. Children will not be allowed to wander alone, within the City or to any public room outside of Woodhaven.

6. Children may not enter a Tavern or Paga Den.

7. If it is the wish of adults present, in a room where there are children, that the children leave, the children will do so.

8. It is asked that the muns of children characters limit their role play within the City. Many muns here have responsibility for children real time, whether at work or home, and it is found that if children characters are played too much, there will not be room for the adult role play that is preferred. The City role play environment becomes a "babysitting" game which is not sought. Generally three evenings of role play is about all that is reasonable.

Additionally, the SLs for role played children should not always be highly dramatic with the children the center of attention. Consideration should be given to the adults present that they may be involved in other activities in their lives and cannot just drop what they are doing. Inquiry in IMs to see if an adult is available to role play is encouraged.

9. The High Council reserves the right to cancel permission for a role played child character to be played at any time when it is deemed a disturbance to the general role play environment of Woodhaven.
 

 



7. Travel: Players should refrain form doing the very tempting thing of following a person by virtue of a link or the locate function. This is not forced, but realism should be upheld if possible. For such a modicum of realism, it is asked that you role play with no less than a morning in one location, and an evening in another, or even better, a day for each. In example, a morning's RP in Port Kar could reasonably be followed by an evening's RP at Woodhaven.

8. Time: For all general purposes, 1 Gorean hand = 5 mun days. However, for certain instances, 1 Gorean month = 1 mun week. Examples of the latter timing include pregnancies, long-term healing and some building projects. A Gorean year = 3 mun months.

9. AOLGor Forums: Woodhaven does not strictly adhere to any specified forum, i.e. ANGor, GHC, etc.; however, the City models from these and it's own expertise in adherence to the Books of Norman and role playing in AOL Gor. Most Woodhaven rarii adhere to the Red Caste body of the RRaMC.

10. Revisions: The Administrator and High Council have full right to interpret and amend these guidelines, as he sees fit.

11. Crossing and OOC: Anyone of the City may put in a recommendation for another mun/character to join Woodhaven as a visitor and possible member.
Each mun is allowed one char within the city of Woodhaven.  Discovery of a second will be grounds for immediate removal of BOTH chars from the city; crossing is discouraged for many reasons, especially poor RP. Please leave the OOC where it belongs... to the player at the keyboard. Four muns creating ten characters only ever leaves four characters on at one time.

12. Restore/Delete: Woodhaven does not recognize restore/delete characters. If someone is restore/delete, without it being a mun emergency, then at the time of deletion, the character will be removed and no longer be part of Woodhaven. Appeal can be made to the High Council.

13. Duplicate Cities: Woodhaven does not recognize duplicate Cities of the same name. Recognition is given to the oldest existing group that has laid claim to a particular Home Stone.

14. Inactive Players: Individuals who have been absent from role-play for a period of 2 mun weeks, shall be moved to an "inactive players list." Role play means role play, not just checking mail. These individuals will continue to be listed on City and House Rosters, but with an indication of "inactive" by there name with the date the player was placed on inactive status.

A player may be returned to the active list upon sending a request to the Administrator; in most cases it will be granted. Individuals absent from role play for a period of 1 mun month, shall be removed from the City's Roster. A player may request that they be reinstated by sending a scroll to the Administrator/High Council. The High Council shall have the discretion to approve or deny the reinstatement and may also seek the opinion of others on such matters.

The City is not unsympathetic to mun situations and crises, in the event of such situation, a player may avoid inactive or removal status by contacting the Administrator by scroll and explaining generally the anticipated absence. The Administrator shall have the discretion to waive inactive or removal status and may also seek the opinion of the High Council.
